Governor Gavin Newsom signed AB 749 (McKinnor, D-Los Angeles) into law.
This bill, the Youth Sports for All Act, creates a Blue Ribbon Commission, led by the California Health and Human Services Agency, to examine the current landscape of youth sports and make recommendations for establishing a centralized entity to ensure fair access to quality sports programs for all youth in California.
AB 749 was sponsored by the Play Equity Fund and supported by a broad statewide coalition of more than 50 organizations.

“Governor Gavin Newsom’s signing of Assembly Bill 749, the Youth Sports for All Act, marks a historic step toward ensuring every child in California has the opportunity to experience the lifelong benefits of sports and play. This is a major milestone for the health, well-being, and success of California’s youth. The Governor, the Legislature, and our broad, statewide coalition recognized that access to sports, play, and movement is essential to every child’s development.
Now that AB 749 is law, the Play Equity Fund will work alongside our partners — including the California Health and Human Services Agency — to launch a Blue-Ribbon Commission to assess the landscape of youth sports statewide.
This effort will lay the foundation for a centralized, sustainable framework that ensures equitable access to quality sports opportunities for all young people in California.
